KDI School MIPD Scholarship deadline is July 31, 2026 at 6:00 p.m. Korea Standard Time.
That’s not much time. And for many applicants currently preparing their documents, there’s a problem they don’t yet know about.
Thousands of students from Pakistan, India, Bangladesh, Nigeria, and similar countries are planning to submit a Medium of Instruction certificate as their English proficiency evidence. KDI School does not accept MOI certificates. Not from any university. Not under any circumstances.
That single misunderstanding will disqualify otherwise strong applications before a reviewer ever reads the statement of purpose.
There are other traps in this application — a mandatory second portal that many people miss, a graduation certificate rule that blocks most final-year students, and a two-year limit on English test scores. All of them are avoidable. But only if you know about them before you submit.

What This Program Actually Is
MIPD stands for Master’s in Intellectual Property and Development Policy. The name tells you exactly what it covers — and what it doesn’t.
This is not a general law degree. It’s not an engineering program. It has nothing to do with AI research, computer science, or laboratory sciences. The program focuses on the policy and management side of intellectual property: patents, copyright, trademarks, innovation systems, technology transfer, and how these issues affect economic development.
The program runs through KDI School of Public Policy and Management in South Korea, in connection with the World Intellectual Property Organization. Students complete three terms of coursework in Korea and may finish their graduation research project from their home country.
This program is most relevant to:

- Government and public-sector officials

The Scholarship Package
The MIPD scholarship is genuinely comprehensive. It covers:
- Full tuition waiver (standard tuition: KRW 28 million)
- Monthly living stipend
- Round-trip airfare
For a one-year master’s degree at a recognized institution in South Korea, that’s a strong package.
“Fully funded” has limits, though. Several pre-departure and arrival costs fall outside the scholarship coverage:

Keep emergency funds for these costs. Borrowing heavily on the assumption that every pre-departure expense will be reimbursed is a risk not worth taking.
English Requirements
KDI School accepts five English tests for Spring 2027 admission:

Test results must be no more than two years old on the application deadline. Nationals of designated majority English-speaking countries, or those who earned a bachelor’s degree in one of those countries, may qualify for an exemption.
Medium of Instruction certificates are not accepted. Period.
KDI School has specifically warned applicants that an MOI will not be treated as valid English evidence, regardless of which university issues it. If your only English documentation is an MOI letter, your application will not be reviewed.
For applicants who can’t arrange IELTS before July 31, the Duolingo English Test (minimum 100) is the most accessible alternative. It can be completed online, results are available quickly, and KDI School explicitly accepts it. If you don’t have a valid English score yet, this is the fastest legitimate path.
Internally, also consider exploring other South Korea scholarships that accept alternative English proficiency evidence if MIPD’s requirements don’t fit your current situation.
The Graduation Certificate Rule
Most final-year students cannot apply for this cycle.
The standard requirement is a completed bachelor’s degree with an official graduation certificate in hand. Applicants still finishing their studies are generally not eligible unless they’re graduating from a Korean or Japanese university.
This is one of the clearest reasons to skip Spring 2027 and prepare properly for the next cycle. Submitting an ineligible application doesn’t keep a place warm for the following intake. It simply wastes the application.
The Two-Portal Requirement
Every year, applicants submit a strong KDI School application and never open the WIPO portal. Their application is incomplete.
Both applications are mandatory:
Missing either one leaves the application unfinished. This is the easiest serious mistake to prevent — and one of the most common.
Additionally, applicants may only select one KDI School degree scholarship program during the admission cycle. Choose MIPD because it genuinely fits your goals, not because it’s funded.
Work, Family, and What the Scholarship Doesn’t Cover
Full-time students are prohibited from employment during their supported stay.
Part-time café work, freelancing, delivery jobs — none of these are permitted. The scholarship is structured for full-time study, and employment can conflict with both institutional and immigration conditions.
For applicants considering bringing family: the published scholarship package does not include dependent airfare, family accommodation, or living allowances for a spouse or children. Married applicants should budget for these costs independently before making the decision.
What Makes Applications Competitive
KDI School doesn’t publish a minimum GPA for MIPD. A lower academic record can be partly offset by:
- Relevant work in intellectual property or public policy
- A clear, specific professional purpose
- Strong recommendation letters from people who can evaluate analytical ability and professional judgment
- Evidence of legal, policy, or research work
- A competitive English score above the minimum
The statement of purpose should go beyond “I want to study intellectual property.” The strongest applications identify a specific, real policy problem — weak patent commercialization, copyright enforcement gaps, university technology transfer failures, protection of geographical indications — and explain how MIPD training addresses it.
Generic recommendation letters that describe the applicant as “hardworking and diligent” add little weight. Letters that evaluate specific professional contributions carry more influence with the admissions committee.
Common Reasons Applications Are Rejected
Most rejections are preventable:
- Relying on an MOI certificate instead of an approved test
- Applying before officially completing a bachelor’s degree
- Submitting only one of the two required applications
- Recommendation letters missing before the deadline
- Personal details that don’t match the passport exactly
- Omitting a previous university, transfer record, or degree
- An SOP discussing South Korea generally rather than IP policy
- Claiming employment without an acceptable employment certificate
- Treating the minimum English score as competitive
One more: applications cannot be edited after final submission. Discovering a mistake means deleting the application and restarting from the beginning before the deadline. Leave enough time for that possibility.

Interview times are assigned by KDI School and cannot normally be changed. Deferral of admission or scholarship is not permitted.
Apply or Wait? An Honest Assessment
Apply for Spring 2027 if:
- You hold an eligible bachelor’s degree with an official certificate
- You have an accepted English test score valid through July 31, 2026
- Your career connects with intellectual property, innovation, or development policy
- You can complete both the KDI School and WIPO applications
- You’re prepared for full-time study without outside employment
Wait for the next cycle if:
- You won’t graduate before the application deadline
- Your only English evidence is an MOI or Hope Certificate
- Your field is engineering, medicine, or laboratory science
- You need financial support for an accompanying family
- You’re applying primarily because the scholarship is funded, with no genuine connection to IP policy
The MIPD is valuable precisely because of its narrow focus. That same focus makes it the wrong choice for applicants whose backgrounds and goals don’t genuinely connect with intellectual property and development policy.
